MESSAGE FROM FEDERICO MAYOR ZARAGOZA

Director General of UNESCO,for the inaugural session of the
First Congress Human Duties and Responsibilities in the Third Millenium

Valencia, 28 January 1998

At the dawn of a new century and of a new millennium we need to
face up to the challenges of our times with the conviction that it is in
diversity that our press release distribution that we shall
find the decisive force to carry through that task. Tolerance and the ability
to share are now more than ever necessary to ensure a future of peace and
freedom for all human beings, in particular for the new generations that will
inherit the earth.

The right to life and the preservation of the genetic heritage,
the right to development and personal and collective fulfilment, together with
the right to live in a balanced ecological environment, are some of the basic
principles that need to be recognized and guaranteed henceforth, as far as
possible, to the men and women of tomorrow. However, in addition to preserving
and increasing these lasting human values, such as life, culture, health, the
environment, equality, and so forth, we also need to raise to the category of a
human right another two concepts, whose importance is bachelorette party supplies becoming increasingly
apparent.

The first is to exonerate the members of future generations from
blame for any crime committed by their ancestors. The legal responsibility Plastic Containers for
such acts, with their criminal and civil consequences, should not lie with
those that were children or had not even born when such crimes were committed.

In similar fashion, the “right to peace” needs to be codified. We all know that wars do not end when the
guns fall silent, but continue for a long time afterwards to the Sears coupons detriment of
those who had no responsibility whatever for the outbreak of hostilities. This
right of future generations to peace reputation management is, in fact, a sine qua non of the culture
of peace, which we need to bring about through our daily behaviour.

The rights of these future generations are the duties of present
generations. Their existence requires an effort on our part and their effective
implementation will depend on the degree of concern and commitment that we now
display towards them. Only broadness of vision and generosity towards our
descendants will enable them to develop all their material and intellectual
potential for the benefit of the whole world. This was recognized by the UNESCO
General Conference at its 29th session last autumn, when it adopted the
Declaration on the Responsibilities of the Present Generations towards Future
Generations, whose Spanish version I have pleasure in sending together with my
message to this important meeting on human duties and responsibilities in the
third millennium, which is beginning today in the city of Valencia.

I am convinced steroids that the wealth of knowledge and experience that
you represent augurs well for a debate of the highest quality and gives reason
to expect substantial results directed towards practical action in this field.
Hence I am pleased to greet those of you who have organized and are
participating in this meeting, whose objections fully reflect the efforts of
UNESCO, and to inform you that I am ready to pass on to the governing bodies of
UNESCO any proposals you may make on the extremely important topic which has
brought you together.

Can we still speak of the blu cigs coupon West? To what extent is not a euphemism for the
European people not living in their
home continent? Is not Western
Europe overseas? Joann Fabric coupons Until
recently, the notion of Western civilization was a concept almost “politically
incorrect”, suspected of cultural imperialism, multiculturalism was the desired horizon. Today,
the West stands as a positive identity
against its other: Islam, wine gift Middle
East, Africa … The XXI century with the emergence of new technologies and the need to establish a new society governed by human rights began with http://ww.expert-consultant.net a large-scale confrontation where it seems that it replaces the agreement. Have you already
forgotten the distinction between North and South? Are we witnessing a setback in the search for a “perpetual peace”? Can the West remain synonymous
with culture and reason? To all
these questions, we will try to answer at the conference “What is the West?” Organized by the Fundación

Rafael Ripoll
closed the WHAT IS WEST CONGRESS? ENCOURAGING
DIALOGUE OF CULTURES FROM THE RESPECT FOR HUMAN RIGHTS

In
the closing ceremony, Ramon Tamames has reviewed the latest international
developments since the U.S. recession of 2000 to the attacks on the Twin Towers
on September 11, both of which have negatively affected the global economy. In
his lecture “Economics and International Politics: scenarios of
conflict,” King Jaime I Prize of Economics, says the slowdown as a model
of Western “economic policy coordination in the areas of the European
Union and image recovery UN “. Coupled
with this, “technological advances may serve to encourage the growth of
less developed countries,” said the professor.

According
Tamames, we can understand the West as the set of countries with scientific and
technological dynamism, and that share the same cultural and socio-economic
paradigm open.

What
Congress is the West?, Ended today with the words of Councillor for
Institutional Relations and Deputy Chairman of the diet solution diet the Third Millennium Foundation,
Valencia, Rafael Ripoll, who has expressed his satisfaction with the
development of self and the conclusions drawn. Achieved
the goal of “deepening not only a concept, but an issue that overwhelms
all our present,” analysts who have participated “have to see how the
West should be the constant effort to maintain a rationale for all, based on
solidarity and universal
respect. ”

Ripoll
recalled the words stretch marks cream of Fernando Savater, who at the inaugural conference,
claimed the existence of a single civilization, “which encompasses all
cultures while respecting differences.” In
that sense, the requirement of a culture of peace would respond “not only
a compromise, but an internal regeneration Cell Phone Accessories of ourselves”, because-as
said-”The West, Europe, and we want to be the sundance spa covers place where universal values
become
standard to overcome injustices and inequalities. ”

The
conference, which began on Monday to coincide with International Day of Human
Rights has once again shown that the Foundation Valencia III Milenio
“continuously monitors and safeguards those rights, making them the focus
of their thoughts”, because, as recalled,
in 1998 wrote the Declaration of Human Responsibilities and Duties. Ripoll
concluded with the hope that “joint reflection has served not only to the
complaint but for hope.”

The
Estonian Union Jüri defends TALVET cultures through dialogue to break the
West’s core

Spôjmaï
Zariâb “EXILE NO HOPE OF RETURN DOES NOT MAKE SENSE”

The
last day of Congress What is the West?, Organized by the Fundación Valencia III
Milenio, was attended by the Afghan writer and the writer Spôjmaï Zariâb TALVET
Jüri Estonian, who have shown their particular vision of the West.

Afghan
writer, Spôjmaï Zariâb, has described his experience as a citizen of
Afghanistan in exile. In
his presentation “What is the West?” have
thought, from a literary point of view, the collective imagination that today’s
world entails. Zariâb
explained how since childhood, the Afghan people reluctant to “traps”
of the West while now, from exile, sees his country “is a victim of lack
of understanding of the great powers.” Since
the entry of the Taliban “have committed atrocities against the
indifference of the world, no k2 incense East nor West have reacted” to the September
11 attacks.

The
writer has expressed his wish that the liberation of Afghanistan there are no
“tricks”, but disagrees with the methods of systematic bombing to end
the Taliban regime, for the damage they cause to civilians. “Our
criticism should point to economic forces and powers that exist behind
him.”

Jüri
TALVET has considered the need Malaysia Property to unite cultures at the conference “From
Europe divided into the common culture.” Respect
for the individuality of cultures and peoples is, as TALVET, the way of
enriching the Western discourse. TALVET
has been in favor of defending the speech than the West and become paleo diet lifestyle sympathetic
to the “peripheries”, in an exchange of spiritual and intellectual
values.

TALVET
has expressed the need for dialogue and expression of the
“peripheries” as a way to “overcome the utopian and idealistic
particularistic” of Western discourse, because “schools rarely have
the patience to listen to these voices, and are limited to hear other
according to their immediate interests. ” Jüri
TALVET insists on this to contribute to a better Western for which “it
will take a generation.”

For
Shahla, the new Afghan government, despite having to have two women “will
not be at all representative”

“Is
23 years since Afghanistan is a tragedy, SILENCED BY THE MEDIA TO THE
11-S”

What Congress is the West? has
resumed today with the presence of Shahla Rahim, representative of RAWA,
Revolutionary couette bambou Association of Women of Afghanistan, who said at a news
conference that “we must not rely solely on the images in the media
because it is not true
that women can now go without burka in Afghanistan nor the road to democracy.
”

Shahlah
also said that if what is sought from the West and especially from the United
States, is to defend human rights, they should “not supporting
fundamentalist groups because it is threatening not only Afghanistan but the
whole world” . It
emphasized that “it is necessary to help peacekeepers from the UN, as well
as the Taliban, the Northern Alliance also supports terrorism.”

From
RAWA literacy work for women, poverty and fundamentalism, because “from
ignorance can not be legal steroids for sale achieved independence” he says. To
Shahlah, the only solution for his website hosting people “is the return of former king,
and international cooperation, and not the new government, despite having two
women is not-at all-representative.”

Aya
Abdelmumin at the conference “Being Muslim in Europe,” said the
complexity of defining the term West that will be seen in terms of the
interests of one that describes it. Easier
identification would merely geographic sense but in reality “every place
is East canapé convertible and West compared to other places.” Aya
is nevertheless a historical circumstance in which it is possible for Islam bad credit car loans to
become a future project “should integrate the interests of all who have
suffered the consequences of its expansion.”

The
philosopher believes that the discourse of ‘the West’ has just 50 years and was
born as a project against the Soviet bloc and its historical relations have
been “based on domination.” In
this regard Aya talked about the importance of integrating the project of Islam
against the growing capitalism in China, because “Islam is the enemy of
capitalism, but not identical to Western capitalism.” In
this sense, Carpet Cleaning London the converts must become “cultural translators” to
transform the “maladjusted citizens Muslims of European mentality.”

The
morning ended with Elsa Cross, in his paper “Hinduism and philosophy: the
paradigm of Metis” said the West today can no longer feel their thought as
thought. ” “When
rationalism is concerned” about ppi claims their future and calls into question its
principles, is because it tries to be located, understood historically.
“Humanism should be complemented by traditional Eastern spiritual
currents.

This
afternoon at 16.00, the panel discussion “Human Rights: sports physical therapy East-West or
North-South?, Meet Arthur Arnau, Juan Tomás Ávila Laurel and Ursus Juárez. At
19.00, the representative of RAWA, the situation will develop “The Afghan
women under the Taliban.”

J.J. ESPARZA:
“THE CONCEPT OF THE WEST BABY PICTURE DIRECTLY TO THE MEDIA MAKE OF
IT”

The
round table “The West, Islam and the Media” What Congress is the
West? organized
by the Fundación Valencia car insurance III Milenio, José Javier Esparza, has focused on the
concepts of Islam, Europe and the media, defining it as the “synthesis of
all that is happening in the world in the last three months, from 11 September rabbit vibrator “. The
media are a “neutral mirror”, says the author. In
his view, the war in Afghanistan “would have had different color eyes acne scars but
for the Arab television network Al-Jazeera, because the Western concept of
drinking in the image at all times provide us with the media.” Is
the image of a world moving toward unification around the model of Western
life, which alone can guarantee freedom for all. Esparza
said that lego star wars millennium falcon “Muslim countries Crossfit Denver want to enjoy the West enjoys advantages in
terms of media domain of life, without sacrificing its own identity.”

Joaquin
Albaicín, has questioned the impact they have had early attacks on the Twin
Towers in New York in the rest of the world. According
to the writer, you should feel compassion for Americans who have lost their
lives, but also for the thousands of victims who die every day in natural
disasters or industrial accidents, and for which Western leaders do not carpet cleaning Seattle cry.

Related
to the media and the important role they play in society, Albaicín pointed out
that there are three types of stories: those that are born of Medigap Plans ignorance, which
are based on bias and prejudices, in the news vanish from the media.

Isidro
Juan Palacios has attempted to answer the question What is the West?. For
him, West is a lifestyle, a way of being and being in the world, a will to
power. “When
the dispersed and varied world, wants to give a sense, we say that the West is
born,” concluded the journalist.

For
his part philosopher Jon Elster in his paper entitled “Reason, rationality
and emotion in Western thought” has analyzed free ipad this notion of rationality in
the West, trying to do a genealogy of the same. The former opposed reason and
passion. At
present, the reason one hand is opposed to its instrumental use, aimed at the
achievement of ends, and partly to the emotions. The
efforts of Western rationality is integrated these aspects. Basically
societies rationally choose the best for themselves, but sometimes for
apparently paradoxical ways. Anger
is “just too myopic” to create an interaction with reason.

Tomorrow,
Tuesday Abdelmumin Aya expose his personal experience of how “Be mulsum in
Europe.” The
writer Elsa Cross will speak on “Hinduism and philosophy: the paradigm of
metis.” “The
Afghan women under the Taliban regime” is the title of the conference the
representative of RAWA, Shahla Rahim offered from 19.00.

ENSURES
Savate is still early to analyze the consequences of 11-S IN THE CONGRESS OF
THE MILLENNIUM FOUNDATION VALENCIA III

The
international congress What is the West? was
opened this morning by the City Council of Institutional Relations, Rafael
Ripoll, who underlined that in full context of war, “Valencia Third
Millennium Foundation is reaching out for dialogue to determine whether
following the attacks of September 11, van to
forget all the good intentions and consensus reached during the twentieth
century. ”

Congress,
in addition to analyzing the West as the “extremely complex reality”
that is, it will deal with issues as relevant as the “media associated
with new technologies,” “solidarity between rich countries and
countries development,
or the view of Islam by a European. ”

After
the opening ceremony, Fernando Savater, in his lecture, “The West: Culture
and Civilization” has emphasized the idea that it is “too early”
to consider the impact they will have terrorist acts against America and
prefers demystify
the division between East and West, for it “simply geographical.” The
philosopher has explained the difference between culture and civilization. The
first is “somewhat limited, specific, symbolic play. Civilization is the
claim that each culture to universally open so no one can speak of a clash of
civilizations, because there is only one civilization.” Cultures,
according Savater are very different symbolic frames so that “West has
always been more vocation culture of civilization.”

Savater
has indicated that the world seems increasingly a microcosm, where life in
every room is imbued with consciousness, tastes and lifestyles of others and
that is what we seek, a civilization that embraces all cultures, not a fight.

The
French philosopher Michel Maffesoli expressed in the paper “Siglo XXI:
Clash of imaginary West-East” his idea of fragmentation of modern values as universal, as
a result of saturation that has occurred. For
the teacher, the West is characterized by the ideas of unity and universal
salvation, a reality that is creating “the saturation of a world and
modern values” that must be addressed. The
solution proposed Maffesoli passes through a return of “cultural
communality and generous, set in the sense of belonging.”

This
afternoon the conference on What is the West? will
resume with the round table “The West, Islam, media” offered by
Joaquin Albaicín, José Javier Esparza and Juan Isidro Palacios. “Reason,
rationality and emotion in Western thought” the conference will be from
19.00 to give the economist and professor Jon Elster.

full well that the issue of timelines lit is relative, that there is clock of the

SPEECH
BY RITA BARBERÁ NOLLA

Mayor of Valencia, President of the Valencia Third Millennium
Foundation, for the closing session of the Congress Universal Declaration of
Human Duties and Responsibilities

Valencia, 4 December 1998

In the now far off month of January 1998, Valencia had the honour
of being the first city to commence celebrations for an anniversary of paramount
importance for the world, the “Fiftieth Anniversary of the Universal Declaration of Human
Rights”.

Our standpoint, from the very beginning, was maximum commitment
to the cause of humanity, and an iron will to promote a Universal Declaration
of Human Duties and Responsibilities. This objective had already been reflected
in the protocol of collaboration between this city, ADC denver injury attorney Nouveau Millénaire and
that world organisation without peer in the field of education, science and
culture, UNESCO, within the overall context of this HDMI switch great project of payment protection insurance universal
reflection, “Valencia Third Millennium”.

The city rose to the occasion, becoming the world centre of
debate on questions as eternal as man and his fate, his hopes and his desires,
challenged by a future already framed in the new millennium, with all its
possibilities for progress, for development, for solidarity, concord,
fraternity and peace.

Towards this aim, our city had already 1200 calorie diet announced a firm desire to
be the seat from which a Universal Declaration of Human Duties and
Responsibilities would be launched, fruit of the efforts and contributions from
personalities the world over and from all walks of life. This would be a
document in which a clear statement would be made concerning the essential
duties of each human being towards the rest of his kind, and also towards
nature and the environment in which he lives.

This goal was not just a Magic Tricks dream. In fact, we have honoured our
commitment to conclude, before the 10th of December 1998, exact date of the
fiftieth anniversary of the Universal Declaration of Human Rights, a draft text
of the document prepared with the most constructive of motives, born from the
will to universal transcendence while seriously aimed at establishing a solid
set of rules of the game for future human behaviour.

Here is an objective so important that I have not doubted to
claim that “if only for having assumed this project in benefit of all
humanity, it would have been worth living this life and being the mayor who has
been able to promote it.”

We live in a world where suffering abounds, scarcities of all
kinds, situations that cry for a decided intervention that transcends the
frontiers of the countries involved.

The Universal Declaration of Human Rights had as its backdrop a
historical site where still today the wounds lie open from a terrible world
conflict. Today´s circumstances, however, are quite different, but the world
still suffers from wars and crimes against giochi gratis humanity, from situations of
injustice where some men make victims of others. There is still a great deal of
pain in the world, and for this reason Valencia launched, under the auspices of
UNESCO, a succession of international meetings to which not only men and women
of good will were in attendance, but men and women decidedly committed to the
cause of humanity and prepared to put forward their best ideas and their
maximum collaboration towards a document that intends to set the stage for a
better future, a world in harmony marked by sustainable development.

Valencia has been the focal point of reflection concerning the
great problems and concerns of humanity, a first step towards the establishment
of duties and responsibilities, so that, from this stage onwards, from the elevation
to electronic cigarette the status of Universal Declaration a set of rules and juridical principles
so frequently forgotten and violated, the foundations can be laid for the
prevention of the infringement of human rights.

During this series of preparatory encounters, no subject has been
eluded, and the spirit of pluralism and respect for the rules of democracy have
prevailed, both when we applauded the free flow of information and when we
approached a subject that will have so much to bear on the world of the future,
that of genetic engineering, while not forgetting the sessions devoted by the
experts to questions such as international crime, drug traffic or the arms
trade, problems that have caused and still cause so much grief world-wide.

Many diverse personalities, scientists, politicians, Nobel prize
winners and high-level representatives from international organisations have
given their ideas and their capacities towards a common cause that has
transformed Valencia into a city with a commitment to the future of humanity
and to the cause of solidarity and justice for the men and women of the coming
millennium.

I firmly believe that this is a key historical moment, in
parallel with the Declaration of Valencia, for men and women to freely and consciously
assume a series of responsibilities and duties inherent to backlink service the human condition
and the universal desire to guarantee peace and ensure that ethical and moral
values allow us to continue advancing each and every day towards to better
world.

From the city of Valencia, we spared no effort to avail ourselves
of the best minds when home loan it came to facing a task as ambitious as the preparation
of a document of universal scope, a document to which all nations in a
globalised world must subscribe, for in a world such as ours, we cannot afford
not to struggle against situations that affront our dignity and ethical values,
such as the lack of equality between sexes or the need to protect the weak.

The struggle that Valencia so wished to contribute to has now concluded.
From now onwards we are going to try to obtain the maximum support for this
Universal Declaration of Human Duties and Responsibilities, a declaration
designed to make all forms of impunity more difficult, so that man can face the
future under the best of conditions and form a harmonious world community able
to effectively deal with any situation of violence or injustice.

We are proud and satisfied with the results obtained, of this
draft Declaration fast cash loans that is a call to attention to the awareness and the
responsibility of all governments and international, regional and
non-governmental organisations, that they may guarantee compliance with the
Universal Declaration of Human Rights.

Valencia has been its cradle. Valencia, as from today, is the
city of hope.
