At the dawn of a new century and of a new millennium we need to
face up to the challenges of our times with the conviction that it is in

to share are now more than ever necessary to ensure a future of peace and
freedom for all human beings, in particular for the new generations that will
inherit the earth.

The right to life and the preservation of the genetic heritage,

the right to live in a balanced ecological environment, are some of the basic
principles that need to be recognized and guaranteed henceforth, as far as

and increasing these lasting human values, such as life, culture, health, the

Mayor of Valencia, President of the Valencia Third Millennium
Foundation, for the closing session of the Congress Universal Declaration of
Human Duties and Responsibilities

Valencia, 4 December 1998

In the now far off month of January 1998, Valencia had the honour
of being the first city to commence celebrations for an anniversary of paramount
importance for the world, the “Fiftieth Anniversary of the Universal Declaration of Human
Rights”.

Our standpoint, from the very beginning, was maximum commitment
to the cause of humanity, and an iron will to promote a Universal Declaration
of Human Duties and Responsibilities. This objective had already been reflected
in the protocol of collaboration between this city, ADC denver injury attorney Nouveau Millénaire and

The city rose to the occasion, becoming the world centre of

challenged by a future already framed in the new millennium, with all its

be the seat from which a Universal Declaration of Human Duties and
Responsibilities would be launched, fruit of the efforts and contributions from
personalities the world over and from all walks of life. This would be a
document in which a clear statement would be made concerning the essential
duties of each human being towards the rest of his kind, and also towards
nature and the environment in which he lives.

This goal was not just a Magic Tricks dream. In fact, we have honoured our
commitment to conclude, before the 10th of December 1998, exact date of the
fiftieth anniversary of the Universal Declaration of Human Rights, a draft text
of the document prepared with the most constructive of motives, born from the
will to universal transcendence while seriously aimed at establishing a solid
set of rules of the game for future human behaviour.

Here is an objective so important that I have not doubted to
claim that “if only for having assumed this project in benefit of all
humanity, it would have been worth living this life and being the mayor who has
been able to promote it.”

We live in a world where suffering abounds, scarcities of all
kinds, situations that cry for a decided intervention that transcends the
frontiers of the countries involved.

The Universal Declaration of Human Rights had as its backdrop a
historical site where still today the wounds lie open from a terrible world
conflict. Today´s circumstances, however, are quite different, but the world
still suffers from wars and crimes against giochi gratis humanity, from situations of
injustice where some men make victims of others. There is still a great deal of
pain in the world, and for this reason Valencia launched, under the auspices of
UNESCO, a succession of international meetings to which not only men and women
of good will were in attendance, but men and women decidedly committed to the
cause of humanity and prepared to put forward their best ideas and their
maximum collaboration towards a document that intends to set the stage for a
better future, a world in harmony marked by sustainable development.

Valencia has been the focal point of reflection concerning the
great problems and concerns of humanity, a first step towards the establishment
of duties and responsibilities, so that, from this stage onwards, from the elevation
to electronic cigarette the status of Universal Declaration a set of rules and juridical principles
so frequently forgotten and violated, the foundations can be laid for the
prevention of the infringement of human rights.

During this series of preparatory encounters, no subject has been
eluded, and the spirit of pluralism and respect for the rules of democracy have
prevailed, both when we applauded the free flow of information and when we
approached a subject that will have so much to bear on the world of the future,
that of genetic engineering, while not forgetting the sessions devoted by the
experts to questions such as international crime, drug traffic or the arms
trade, problems that have caused and still cause so much grief world-wide.

Many diverse personalities, scientists, politicians, Nobel prize
winners and high-level representatives from international organisations have
given their ideas and their capacities towards a common cause that has
transformed Valencia into a city with a commitment to the future of humanity
and to the cause of solidarity and justice for the men and women of the coming
millennium.

I firmly believe that this is a key historical moment, in
parallel with the Declaration of Valencia, for men and women to freely and consciously
assume a series of responsibilities and duties inherent to backlink service the human condition
and the universal desire to guarantee peace and ensure that ethical and moral
values allow us to continue advancing each and every day towards to better
world.

From the city of Valencia, we spared no effort to avail ourselves
of the best minds when home loan it came to facing a task as ambitious as the preparation
of a document of universal scope, a document to which all nations in a
globalised world must subscribe, for in a world such as ours, we cannot afford
not to struggle against situations that affront our dignity and ethical values,
such as the lack of equality between sexes or the need to protect the weak.

The struggle that Valencia so wished to contribute to has now concluded.
From now onwards we are going to try to obtain the maximum support for this
Universal Declaration of Human Duties and Responsibilities, a declaration
designed to make all forms of impunity more difficult, so that man can face the
future under the best of conditions and form a harmonious world community able
to effectively deal with any situation of violence or injustice.

We are proud and satisfied with the results obtained, of this

responsibility of all governments and international, regional and
non-governmental organisations, that they may guarantee compliance with the
Universal Declaration of Human Rights.

Valencia has been its cradle. Valencia, as from today, is the
city of hope.
